0303: New updates from Anatel to combat unwanted calls

Since 2022, Anatel (the National Telecommunications Agency) has been making efforts to protect consumers from unauthorized calls. In the meantime, companies with telesales operations had to adopt the 0303 prefix to identify calls, and now the regulatory agency intends to expand this to all companies that make more than 10,000 calls per day .

Previously, we published here on the blog when Anatel announced that it argentina phone number list use the 0304 prefix for collection calls , and soon changed to include these calls also in the 0303 prefix. Now, with Acts No. 12,712 and No. 12,715 , we have new changes that will come into effect on January 5, 2025 .

New requirements for adoption of 0303
Among the changes announced is the expansion of which companies will need to adopt the 0303 prefix for calls. Previously, it would be mandatory for companies to make more than 100,000 calls per day, but Anatel changed this requirement to also cover companies that make more than 10,000 calls per day , regardless of their segment.

Institutions that make this volume of calls and do not adopt 0303 within 60 days after January 5, 2025 will have their calls blocked . Telecommunications operators will be responsible for monitoring and identifying those responsible for this number of calls, while Anatel will oversee on a monthly basis which entities meet this requirement.

Verified Origin
As we mentioned in our previous article on the subject, Anatel was studying the adoption of Stir Shaken , as it is known in the North American market, which is a caller identification and authentication model. With it, the consumer will be able to see on their phone the name and number of the company that is calling, the subject of the call and a security verification icon.

Now, the agency has announced that the Brazilian model will be called Verified Origin . Companies that do not wish to adopt the 0303 prefix will need to use Verified Origin to ensure consumer safety. The new functionality is already in the testing phase, with companies and manufacturers gradually adopting it.

Other aspects of 0303
Some items have not changed in relation to Decision Order No. 26, such as the concept of short call, which includes calls of up to 6 seconds, the creation of the number validation portal QUEM ME LIGOU and the Open Gateway , a portal shared between operators designed to validate whether the number is actually linked to the CPF/CNPJ provided.
